Every cosmetic product entering the EU must be notified via the CPNP (Cosmetic Products Notification Portal) before it reaches the market. You also need a designated Responsible Person (RP) based in the EU, a compliant CPSR (Cosmetic Product Safety Report), and REACH-compliant adhesive documentation. For the UK, the system has diverged post-Brexit β you now need a separate SCPN notification and UK Responsible Person.
